In Chitty Chitty Bang Bang the cackling stranger is the Victorian-themed, self-proclaimed Child Catcher, and the erection is his nose.
With a persona so terrifying it could put you off lollipops forever, the Child Catcher — devised for the screen by professional toddler terrifier Roald Dahl — infamously captured kids in his horse-drawn cage, resplendent in misleading colors with the promise of free candy.
